Minutes of the meeting of 12/1/14

The board met with Director of Operations, Shawn Tryon and CET Specialist Jamie Cahillane at the lower level of the transfer station to discuss current operations and the possible construction of a new facility as well as future hauling, contracting and staffing options.
The board has been working with a tentative capital amount of $200,000 for construction of a new facility. Preliminary study by operations manager Tryon shows a basic (non-engineered?) plan now under consideration might be built for approximately this amount, assuming building of the facility and including Town owned equipment (Compactors, etc.) but without any building covers or roofs. Engineering and permitting may be extra.
Discussion continued with Cahillane about the possible scope of services provided, as well as the possibility of higher user fees for financing the ongoing operation of the station. The funding of the operation for the last number of years has included the intent that user fees (mostly the annual "dump sticker" purchase) would take care of approximately one third of total costs, the remainder coming from General Town revenue.
Discussion among the Select Board members and operations manager included the possibility of providing Town-hired staffing for the station, as well as possible time lines for contracting for the current facility and for Town Meeting consideration of the building proposal.
Operations Manager Tryon will further research design options and construction costs in consultation with Cahillane to provide options for the board to present to the town.
